• Vision

The Government's vision regarding urban planning and housing is to promote a successful urban transition in Côte d'Ivoire through a secure public land offer, the creation of quality housing, access to decent housing for all, and the establishment of "smart cities." More specifically, it aims to: (i) strengthen urban planning and development;  (ii)  promote inclusive, productive, green, and resilient cities; (iii) secure and expedite the issuance of urban land titles;   (iv)   ensure the management and protection of the built environment within urban areas; (v)  provide the population with a significant and diverse offer of decent and affordable housing.

 

  • Policy

The Government's policy on Construction, Housing, and Urban Planning revolves around three main axes:   (i)   sustainable control of urbanization;   (ii)  management of construction activities while ensuring compliance with building permit regulations;   (iii)   ensuring access for every citizen to decent and affordable housing.

The priority actions of the Ministry contribute to:

 In terms of Governance: 

  • Strengthening the legislative, regulatory, and programmatic framework regarding construction, housing, and urban planning;
  • Improving the functioning of the Ministry's services;
  • Enhancing internal and external communication of the Ministry;
  • Developing planning tools and statistical activities;
  • Securing the technological infrastructure of the Ministry.

 

In terms of Land and Urban Planning:

  • Strengthening security and accelerating the process of issuing land ownership documents;
  • Developing urban renewal and addressing policies.

 

In terms of Construction, Maintenance, and Architecture:

  • Continuing major state construction and rehabilitation projects;
  • Strengthening construction oversight;
  • Operationalizing the online Building Permit system.

 

In terms of Housing and Living Environment:

  • Enhancing the availability of building plots accessible to all;
  • Increasing the supply of decent housing accessible to all;
  • Facilitating access to housing;
  • Revitalizing condominium actions.
